You survive by minimizing your exposure to other peoples odors while trying to get to everyone else to fully experience your own personally expelled perfumes.
A silly strategy game that is easy to learn but a challenge to play. From your hand, cards are put in play in front of you. Each player has two turns to play cards during each round. Whiffs are handed out at the end of each round based on the interacting play of all the cards placed down. After players receive 5 Whiffs they are out. The last one in the game wins.

I don't understand the SILENT BUT DEADLY card: Once the card is put in play (1) one Whiff affects the player to the left of the card. After the round, the SILENT BUT DEADLY card moves ,still in play, to the player to the left of where it was in the previous round. Again, the player The card continues moving from player to player until the end of the game. Typically, the person who plays the card is not affected by it; however, once the card makes a full circle, it still impacts the original card player and as such "all players experience the Whiff." Yes, all neutralization cards can still neutralize this Whiff.
Is the IT SMELLS LIKE ROSES an emitting card or a neutralizing card?: Sort of both but it is primarily an emitting card. But because it "smells like roses" to the the player who played it, the card neutralizes one incoming Whiff.
